This script needs to be as fast and stable as possible whether that will mean Perl or PHP, I am open to suggestions.

The script is for a people matching/dating website.
-Needs to centered around a Mysql database
-There needs to be a login / signup system which requires email verification
-Site will have a special tests/questionaire, the answers will be calculated into a compatibility rating which will be used to match people
-People will also be able to search for race, age, race, body type, height, etc.
-There also needs to be an internal messaging system.

I will do all the layout design (as far as the interface goes)

There needs to be an integrated Paypal based payment system which can be activated at some point in the future (the site will be free for a while initially) at which point everything will still be free (except reading and responding to messages which will only be available to subscribers, mailing messages will remain free)
