I have approximately 100 pages of content, with the permission to publish this content on the internet. I am looking for a design shop to:

Create a layout for the site.
Create a menu for the site (13 major categories)

Each of the major categories has 7-8 pages worth of content already in HTML format. This content needs to be re-formatted slightly simply to make it appear different to search engines (so in some cases, 1 page will be turned into 2 pages, and in some cases 2 pages will be combined into 1, so to the engines this looks like different information then the existing site).

When you are in 1 of the 13 categories, you should see in the navigation the links to the other pages for that category (as well as links to the other major categories).

I do not require any custom graphics for individual pages or sections, just modifications to the menu as described above.

Also, so that it is possible to add more sections or pages later, I would like the navigation part of the web site to be dynamic (so if we add another major section, we can update the menu on all pages at once).

The site requires no other coding, and does not need an admin or interface, simply a way to update the menu part of the page across all pages centrally.

My preference will be to go with a company with favorable feedback on this site, one of the top-rated users.
